The casino is primary a place for the operation of table games, which, pursuant to the provision of §7 of Act No. 30/2019 Coll. on Gambling Games, are games where players play against a representative of the gambling game operator or against each other on gaming tables. Table games are mainly roulette, card games and dice games.
The specific conditions for the operation of gambling games in a casino are governed by §16 of Act No. 30/2019 Coll. on Gambling Games. The capital requirements are subsequently governed by the provision of §54(1)(i), under which the share capital of an individual license holder must be at least EUR 1,700,000.00, and by the provision of §69(1)(j), which determines the minimum amount of financial security for the operation of gambling games in a casino at EUR 500,000.00 per casino.
A gambling room is a place for the operation of gambling games on slot machines, gambling games on technical devices operated directly by players, gambling games on video game terminals and gambling games on other technical devices, while, in the gambling room, there must be at least 15 and not more than 40 slot machines, technical devices operated directly by players, video game terminals or other technical devices, or a total of at least 15 and not more than 40 of such machines, devices, terminals or other technical devices used for the operation of these gambling games.
A slot machine, under §9(1), is an electronically, electronically-mechanically or mechanically controlled device and constitutes a compact, functionally indivisible and software controlled technical device with controls intended for one player only. Each player plays a separate gambling game and players cannot play gambling games against each other.
A video game terminal, under §10(1), is a terminal device of a video-game operating system, which is connected by means of electronic communication networks to the server of the gambling game operator. The video game terminal does not contain a random number generator for generating the result of individual gambling games and does not allow the game to be played independently after disconnection from the server of the gambling game operator and signals a fault condition after such disconnection. Each player plays a separate gambling game and players cannot play gambling games against each other.
Under §11(1), a technical device operated directly by players is a device that has at least three playing places and allows a maximum number of players equal to the number of playing places connected to the evaluation unit to play. The playing places are located in the gambling room where the evaluation unit is located, they are continuously connected to it and cannot be used separately. All players of a gambling game played on a single technical device operated directly by players always play the same gambling game.
Under §12, other technical device is a technical device enabling participation in a gambling game, which provides a game of entertainment, knowledge, skill or combination thereof, or a partial combination of these games with gambling games.
The special conditions for the operation of gambling games in a gambling room are governed by §15 of Act No. 30/2019 Coll. on Gambling Games. The capital requirements are subsequently governed by the provision of §54(1), under which the share capital of the holder of an individual license, in relation to gambling games on slot machines operated in a gambling room, gambling games played on technical devices operated directly by players in a gambling room, gambling games on video game terminals operated in a gambling room, or gambling games on other technical devices, must be at least EUR 335,000.00. The provision of §69(1) determines the minimum amount of financial security for the operation of gambling games on technical devices operated directly by players in a gambling room, on video game terminals operated in a gambling room, or on other technical devices, at EUR 750,000.00. In the case of gambling games on slot machines in a gambling room, the amount of such security for each slot machine is EUR 1,000.00, but not less than EUR 75,000.00.
